Elissa Levan

Elissa Levan is a partner at Funk & Bolton, P.A..  The firm is located at 36 S. Charles Street, 12th Floor, Baltimore, Maryland 21201.  She may be reached at the firm at 410-659-4974.   Ms. Levan has been representing governmental clients since 1992 and has during that time provided advice and counsel to a large and diverse group of Maryland municipalities across the State. She currently serves as general counsel to the Cities of Bowie, Westminster and Gelnarden, and the Town of Chesapeake Beach. She is counsel to the Ethics Commission for the City of Aberdeen.  Ms. Levan also frequently assists other local governments with respect to personnel, zoning and land use, and ethics matters, among other areas. Ms. Levan also spent a year in the Office of the Attorney General, representing the twenty-four Maryland sheriffs and their sworn deputies. Ms. Levan has been active for many years in the Maryland Municipal Attorney's Association and has served, among other capacities, for several years as its liaison to the Maryland Municipal League's Legislative Committee. She is presently the MMAA's appointee to the League's Board of Directors.  She has also been a member of both the Maryland State Bar Association's Local Government and Administrative Law Sections, for both of which sections she has served on the governing Councils. She is a Fellow of the Maryland Bar Foundation.
